劇情：在經歷了上一次的恐怖襲擊之後，由於政府對CTU應對恐怖事件的解決方式不太滿意，還是最終決定解散CTU。傑克·鮑爾（基弗·薩瑟蘭 Kiefer Sutherland 飾）也因使用酷刑等非法手段來防止恐怖襲擊，而受到審查。原本以為自己終將在監獄裡度過餘生，卻因死而復生的前同事託尼（卡洛斯·博納德 Carlos Bernard 飾）的出現，徹底打亂了傑克現有的生活。託尼希望傑克能與他一起，共同調查又一次在美國大路上展開的恐怖襲擊。而隨著調查的不斷深入，傑克覺得身邊的託尼越來越琢磨不透。傑克一直覺得託尼有什麼事情沒有對他說明白。由於新總統對傑克的信任，所以他們的調查之路雖然危機重重，但是開展得還算順利。不過，最後傑克終於發現這次恐怖襲擊的幕後策劃者，原來是一直與他並肩作戰的朋友託尼……
